Educational Qualification
Officers in the pay Level-13 from the All India Services (IAS/IPS/IFoS) or any Organized Group 'A' Services of the Government of India (participating under Central Staffing Scheme) eligible for appointment at Deputy Secretary / Director level under the Central Staffing Scheme. Officers must have completed the mandatory 'Cooling off' period after any previous stint on deputation.

Civil Services Board (CSB) Evaluation & Approval

Selection is conducted through the Civil Services Board (CSB) procedure for Non-Central Staffing Scheme (Non-CSS) posts under the Ministry of Tribal Affairs. Nominations submitted through DoPT SUPREMO portal undergo administrative review of Annual Performance Appraisal Reports (APAR dossiers), vigilance clearance, cooling-off compliance, and approval by the competent authority / Minister-in-Charge.

7th CPC Pay Matrix Level 13 with basic pay starting at ₹1,23,100/- per month, plus Dearness Allowance, HRA, Transport Allowance, and Deputation (Duty) Allowance as admissible under Central Staffing Scheme guidelines.
Pay Matrix Level 13 (₹1,23,100 – ₹2,15,900/-) plus applicable Central Government allowances and Deputation (Duty) Allowance under central deputation rules. The period of deputation is 4 years at Deputy Secretary level or 5 years at Director level.

Application Procedure
Access the Department of Personnel and Training (DoPT) official portal at supremo.nic.in (or via DoPT website >> EO Division >> Apply for post of CSS, CVO and others >> SUPREMO).
Select the 'Non-CSS' category in the SUPREMO portal web interface.
Officers who have not applied online for any other post during the current year must fill and submit their fresh online nomination on SUPREMO.
Officers who have already applied for CSS, CVO, or other posts through the SUPREMO portal may submit their willingness for this post directly.
Officers currently serving on Central Deputation under CSS/Non-CSS must ensure their application is forwarded through their parent Ministry/Department with the explicit approval of their Minister-in-Charge.
